Frederick Chew

Managing Director, Accenture Singapore

 

Health & Public Service – Client Account Lead (Central Government Agencies)

With a distinguished career in science, technology and public service, Mr Frederick Chew brings unique expertise to bear in his current role, focused on enabling Accenture to deliver end-to-end solutions for its health and public sector clients. Mr Chew oversees client accounts across Singapore’s Ministry of Finance, Prime Minister’s Office and their agencies.

 

Prior to joining Accenture, Mr Chew was the Chief Executive Officer of Singapore’s Agency for Science, Technology and Research (A*STAR) from 2019-2024, where he led extensive organisational re-design and change management, while raising employee engagement scores significantly. He also significantly strengthened A*STAR’s innovation and enterprise capabilities, to boost translation of research, and deliver greater scientific and societal impact. Concurrently, he served for 5 years as the inaugural Chief of the Public Sector Science & Technology Policy & Plans Office under the Prime Minister’s Office. Mr Chew led the creation of key horizontal ops-tech capabilities across the public sector, and catalysed cross-cutting programmes across all public agencies.

 

Mr Chew also served as Deputy Secretary (Technology) and Director of Joint Operations at the Ministry of Defence. In this and other leadership roles in the SAF, he oversaw key technology projects, large-scale project management and major operations. He held the rank of Rear Admiral.

 

Mr Chew graduated with a Bachelors of Engineering (First Class Honours), and Masters of Engineering from the Imperial College of Science, Technology and Medicine, UK. He graduated with a Masters of Science in Management from Stanford University. Mr Chew is a recipient of the Lee Kuan Yew Scholarship, Fulbright Scholarship and SAF Overseas Scholarship. He is also a recipient of the Public Administration Medal (Gold) (Military) and Public Administration Medal (Gold) (COVID-19).
